SARANAC LAKE — After months of discussion and research, the village has a set of short-term rental regulation recommendations, which it will seek public comment on in the near future. The village board is expected to vote on the regulations in the fall.

The now-retired village Housing Work Group’s short-term rental subcommittee submitted its recommendations to the board last week. The recommendations, drafted by committee members Melinda Little, Sarah Clarkin, Jamie Konkoski and Rachel Karp, are just a starting point — a “work in progress” Little said.

It’s in the village’s hands now. The board plans to collect feedback on the potential regulations, create an official draft and vote on whether to adopt it in the fall.

Village Trustee Matt Scollin, the board’s liaison to the new village housing task force, said these recommendations were needed to give people something to react to, and now he wants to hear from the community on what they think about these potential rules and regulations for STRs.

Mayor Jimmy Williams said the debate over STR rules is a “two-sided argument,” with people concerned about property rights and also about the fate of the village. This dichotomy can be seen in Williams himself, as he owns short-term rentals himself while also advocating for regulation.

Vacation rentals have been blamed by some locals for contributing to the affordable housing crisis by turning apartments into visitor accommodations. Some STR owners and supporters say they use their properties to supplement their incomes, and the rentals help make sure they can afford their mortgages.

The subcommittee spent a long time creating these recommendations.

“It feels good, actually,” Little said. “It was a really thoughtful process.”

The recommendations include amendments to the development code and new laws regulating, and creating, a permit process for STRs.

The goal of regulation is to allow residents to earn some additional income through home sharing, while limiting investment properties in neighborhoods, to limit the number of properties lost to residential rentals.

“Ideally, the result will be an equitable policy that helps protect public interest, (including housing affordability, health and safety, neighborhood quality and integrity and municipal revenues), while retaining reasonable opportunity for residents to host and earn money from short-term guests,” a memo from the subcommittee reads.

The laws aim to strike a balance between allowing STRs while keeping them safe to occupy, maintaining neighborhood integrity and preventing the conversion of housing stock into investment properties.
